Conflictwas evident in the power struggle between town officials and the military. This was apparent in conflicts over property, land ownership and site placement. The book and movie Rally ‘Round the Flag Boys highlighted these issues. Compromise came as the civilians realized the sites were safe and defensive, allowing the military to implement an altered version of them in their towns.The military’s willingness to address citizens' concerns through site alterations also exemplified their ability to compromise. All in all, the two parties compromised since civilians realized the sites were necessary for their safety. Lastly, the military also understood that they had to satisfy civilians' requests.

National Security
The conflict and compromises in the U.S. military’s implementation of NIKE missile sites demonstrates the significance of national security during the Cold War. The sites were planned before they were even proposed for the Connecticut towns. However, the military still had to face many instances of local opposition. This was a difficult process, however, the military still worked to compromise with the citizens. The military was aware of conflict, yet insisted on building the sites in an altered way. These tremendous efforts were made by the military due to their knowledge of the imminent threat of the Soviet Union and the importance of national security.

Free and Open Discourse in a Democratic Society
Since free speech is permitted in America, citizens were able to voice their concerns and desires over Nike Sites. Informative efforts also allowed citizens to understand the reasons behind the Nike Missile sites. This, and the military’s capability to negotiate with the citizens, led to compromise. Without the freedom of free and open discourse in America, compromise would not have been possible.
